Quiet columns

OUTCOMES / quiet columns: equal columns of outcome copy plus an optional
section foot text link.

WHEN TO USE THIS INSTEAD OF METHODS OR FEATURE GRID. Methods (#675) carry
optional stages and per-column underline links. Feature grid is card
chrome. This is quiet outcome / offer columns: heading + short body per
column, one section-level text link ("All services"), no cards, no
stages, no per-column CTA.

WHAT YOUR VIEW MUST SUPPLY. Pass outcome_items as items (list of dicts):

Optional section foot: pass url and link_label on the include (not per
item). The link renders only when both are present.
